Though micro-measures aimed at those responsible might work: travel bans, asset seizures, arrest warrants.
And, just as importantly, can it be held against ISIS and whoever might come after them?
We cannot know. But however important that question is, it should not be the only one that MPs ask if they vote on bombing ISIS in Syria – or even the main one.
