Five years ago, the TaxPayers’ Alliance reported that “in the last year, five times more Labour people were appointed to public bodies than Tories”.

Since then, the figures have varied, and some Conservative members or supporters have been selected to fill important posts. 

Nonetheless, it remains the case that, since it took office in 2010, our Party has punched beneath its weight when it comes to public appointments. One of the reasons seems to be that Tories simply don’t apply in the same number as Labour supporters.

To help remedy this, every week we put up links to some of the main public appointments vacancies, so that qualified Conservatives might be aware of the opportunities presented.

Office of Rail and Road – Chair

“The ORR is the combined economic and safety regulator for railways in the UK. It has a wide ranging and complex remit which includes monitoring the performance of Network Rail and Highways England; regulatory oversight of HS1 and the Channel Tunnel; ensuring that the rail industry provides a service that is safe for passengers and staff; overseeing a range of consumer protection obligations which sit in railway companies’ licences and in general consumer law; and acting as the competition authority for the railways.”

Time: Two days per week.

Remuneration: £85,000 per annum.

Ofcom – Deputy Chair

“The person will be expected to have non-executive experience with an excellent understanding of good corporate governance as well as the ability to understand, and participate in, all of the Board’s discussions across its entire remit, including the impact of convergence on regulation across broadcasting including the BBC, fixed-line and mobile telecoms, postal services and spectrum. The appointed person will be able to strongly contribute to Board consideration of the wider context of challenges that face poorly-served consumers across the UK. They should also be familiar with engaging with legislators and government. In addition to the normal responsibilities of all Board members the role has two fundamental components: standing in for the Chairman at times in his absence and conducting on behalf of the Board the annual review of the Chairman’s performance.”

Time: Up to 2.5 days per week.

Remuneration: £70,000 per annum.

Cabinet Office – Registrar of Consultant Lobbyists

“This role will involve: managing the UK register of consultant lobbyists; reviewing and updating, where necessary, guidance to industry on their duties under the Act; engaging, monitoring and enforcing the industry’s compliance with the Act’s legal requirements; publishing an annual business plan, including engaging with ministers to secure budgets for the operation of the office; and publishing an annual statement of accounts. This is a high profile and sensitive role and the successful candidate will need to be able to command the respect of the public, Parliament, the industry and other stakeholders.”

Time: 30-40 days per annum.

Remuneration: £420 per diem.

Committee on Standards in Public Life – Chair

“The Prime Minister invites applications for the position of Chair of the Committee on Standards in Public Life. The Committee on Standards in Public Life is an independent, advisory non-departmental public body established in 1994. The Committee advises the Prime Minister on ethical standards across the whole of public life in England. It monitors and reports on issues relating to the standards of conduct of all public office holders and makes recommendations as to changes in present arrangements. The Committee is currently reviewing MPs’ outside interests and has also commenced a new piece of work looking at ethical standards in local government. The Committee recently published its high profile and well-received report on intimidation in public life.”

Time: 5 to 6 days per month.

Remuneration: £500 per diem.

Trade Remedies Authority – Chair

“This is an exciting and high-profile role for a candidate with the right skills to help establish and subsequently lead a new dynamic body. The position will suit a candidate interested in creating real impact by delivering a priority new function, and to someone seeking an opportunity which offers both intellectual challenge and considerable stakeholder engagement. We are interested in candidates with experience of setting up public bodies successfully. Candidates will benefit from possessing a knowledge of international trade. The Chair will have responsibility for delivering the Government’s commitment to ensuring the TRA is able to investigate and recommend trade remedies measures by the time the UK leaves the EU. The TRA Chair will lead on a number of critical areas, including developing the TRA’s corporate governance structures and setting its strategic vision.”

Competition & Markets Authority – Inquiry Chair

“The Competition and Markets Authority (CMA) works to promote competition for the benefit of consumers, both within and outside the UK. Its aim is to make markets work well for consumers, businesses and the economy, with a strong consumer protection role. In order to meet these responsibilities it operates with flexibility, speed and transparency. The CMA is an independent non-ministerial department based in London. It has over 600 employees and has representatives in Scotland, Wales and Northern Ireland. From 1 April 2014, it took over many of the functions of the Competition Commission and the Office of Fair Trading.”

Time: Around four days per week.

Remuneration: £141,000 pro rata.

Low Pay Commission – Chair

“The Low Pay Commission (LPC) is a high-profile and independent organisation that works to improve the lives of over 2 million workers in the UK by advising the Government on the rates at which the National Living Wage and National Minimum Wage should be paid. The LPC’s goal is to help as many low-paid workers as possible while keeping in mind the impact that wages have on the economy and rates of employment growth. The core of the Commission’s task is reach the right balance on wages through careful consideration of evidence of economic trends and the testimony of individual workers through front-line visits. Across its lifetime the minimum wage has been highly successful in raising pay for low-paid workers without a significant negative impact on jobs.”
