No sooner had I asked the question, but Bob Neill tweeted the answer:

Of course, the question still remains as to whether he’ll use the identical text from Wharton’s Bill, which would be a condition for use of the Parliament Act to force it through the Lords.

The text he brings forward will reveal something of the Government’s intentions.
