Communities Secretary Eric Pickles commented on Twitter:

My first meeting meeting as Communities Secretary was with Dame Margaret Eaton from the LGA to talk about giving more power to Councils.

Now the Local Government Chronicle gives us a clue as to what they were talking about. Dame Margaret proposes saving £4.5 billion by sweeping away Quangos, funding agencies and "excessive reporting requirements" and instead having Councils given "area budgets."

She says:

“Conventional ways of achieving savings will simply not be enough. Our plans would save taxpayers £22.5 billion over this Parliament, without damaging vital front line services. But that could just be the start. There are enormous opportunities to save billions more if we grasp the nettle and cut out the middlemen who tie up huge sums in needless red tape.”
