I wonder if anyone else has noticed that innovative, prestige, multi million pound spending projects undertaken by politicians tend to take twice as long as scheduled, cost twice as much and not work properly at the end?

So a pretty typical example really from (Conservative-run) Bournemouth Borough Council where £3 million has been spent on an artificial reef to assist with the regeneration of Boscombe.
