After yesterday's report from the Local Government Association that employment at Town Halls had shrunk by only 7,000 during the past year comes another survey, this time from the Audit Commission.

It says that 65% of Councils have taken no action to cut recruitment since the recession started. Of course redunandancies are unpleasant and expensive and something Town Halls seek to keep to a minimum – only 20% of Councils have undertaken an at all. But what is even more startling is how few have frozen recruitment – or even cut the rate of recruitment.
