Widespread dismay that Conservative controlled Bournemouth Council has paying an agency £206,014.65 to provide their transport manager over the past year – although they get the VAT back. The normal salary is £50,603. James Duncan, the man supplied by the agency to fill the post over the past year, flies in from Scotland each week.

James Duncan's boss Mike Holmes, the Director of Planning and Transport talks about the amount paid being the "market rate." That doesn't sound quite right, does it?

Mr Duncan used to work for Thurrock where the agency were paid £240,000 for his services between August 2005 and Autumn 2007.
