Westminster Council face a bill for £2.5 million to upgrade their CCTV cameras. They have digital parking enforcement cameras which can clearly read licence plates. However the images fall short of the number of pixels required by the Traffic Management Act 2004 for image resolution. Wesminster says the ruling is "ludicrous" and fails to take account of advances in technology.
