While The Times on Wednesday put the focus on the minority of Councils that are freezing recruitment and/or looking for redundancies, the Daily Mail in a report this morning puts the emphasis on the large majority of Councils who are still expanding their workforce. Nearly 80% have not frozen recruitment. That is the startling point.
