The Sunday Times previews a forthcoming report from the Centre for Social Justice, the think tank headed by Iain Duncan Smith. The report documents the extent that Council estates have been ghettos and that social housing locks people into dependency and poverty. Among other things it backs ending life tenure for Council tenants and suggests tenancy agreement could include conditions requiring the tenant to look for work.

It will be interesting to see if there are any ideas in the report which Conservative Councils can get cracking on or whether it will all need changes in legislation.
